Oliver McGowan Tier 2 Mandatory Training

Course description

This course is a one-day programme designed to equip health and social care professionals with the knowledge, skills and confidence to provide safe, effective and person-centred care for autistic people and people with a learning disability.

Suitable for all health and social care staff who have regular contact with, or provide care and support to, autistic people and people with a learning disability, this training helps participants develop a greater understanding of individual needs, improve communication, and deliver more inclusive services.

The training is named in memory of Oliver McGowan, whose experiences highlighted the need for health and social care professionals to have a better understanding of learning disability and autism. His story has played a significant role in shaping national efforts to improve care, support and health outcomes.

Developed in line with the Department of Health and Social Care's Right to be Heard (2019) recommendations and the Core Capabilities Frameworks for Supporting People with a Learning Disability and Supporting Autistic People, the course meets the national learning outcomes for Tier 2 training.

The course is facilitated by St Luke's Hospice. alongside experts with lived experience of Autism and Learning Disabilities from Speak Up Self Advocacy group led by and for people with learning disabilities and autism.

Speak Up empowers people to have a voice, access opportunities and play an active role in society, bringing invaluable lived experience to our Oliver McGowan Tier 1 and now Oliver McGowan Tier 2 Mandatory Training programmes.

Course structure

The one-day programme is divided into two interactive sessions:

  • Morning session: Learning disability

  • Afternoon session: Autism

Delivery method

This training is delivered exclusively through face-to-face workshops, providing participants with an engaging and interactive learning experience that encourages discussion, reflection and the application of learning to practice.

Topics covered

By the end of the course, participants will be better equipped to:

  • Recognise individual needs

  • Make reasonable adjustments

  • Deliver high-quality, person-centred care that improves experiences and outcomes for autistic people and people with a learning disability

PLEASE NOTE: Prior to attending this session, you must complete the required e-learning. Completion of this is mandatory and is prerequisite for attendance this session.

Course facilitators

The course is facilitated by Rachel Whelan, Clinical Facilitator at St Luke’s, and Vicki Hoyland, Project ECHO Senior Sister at St Luke’s.

Rachel qualified as a Registered Nurse in 2010 and began her career in Haematology, working in Leeds and Sheffield building a strong clinical foundation in evidence-based care for patients with complex needs. In 2016, Rachel joined St Luke's Hospice and spent six years in the In Patient Centre in roles including Staff Nurse, Sister and Deputy Ward Manager, where she developed her leadership skills while continuing to deliver compassionate specialist palliative care.

She later moved into the Community Team as a Triage and Helpline Nurse before joining the Learning and Development Team in 2024 as a Clinical Facilitator. Patient care remains central to her work and she is passionate about supporting colleagues to deliver safe, effective, person-centred care.

Vicki qualified as a Registered General Nurse (RGN) in 2001 and began her nursing career on a urological ward, gaining five years of experience across medical, surgical, and emergency nursing. She later worked at Weston Park Hospital and in the nurse-led Investigations Unit at the Royal Hallamshire Hospital, further developing her clinical expertise, autonomy, and patient-centred approach within specialist and acute healthcare settings.

Vicki transitioned into community nursing in 2009 and progressed through leadership roles including Case Manager and Deputy Team Leader, completing her District Nursing Specialist Degree and strengthening her skills in leadership, service delivery, complex case management, and multidisciplinary working. In October 2021, Vicki joined St Luke's Hospice as a Senior Sister within Project ECHO, where she supports education, collaboration, and knowledge sharing across health and social care networks to improve patient care through innovation and partnership working as well as maintaining her clinical practice as a specialist palliative care nurse.

Payment terms

All course fees must be paid prior to attendance. Standard payment terms are 30 days from the date of invoice, or before the start of the course if the course date falls sooner.
